    An Atmore man is being held on $250,000 bond on charges of rape II and incest for having sex with an underage girl and the charges could be upgraded to rape I.     The Century Town Council on Oct. 18 approved unanimously to apply for a Community Development Block Grant (CDBG) that, if awarded, will allow both the Carver and Century Community centers to be fully renovated.     The Flomaton Town Council passed resolutions to surplus properties behind the old Maw-Maw's restaurant and the parking lot in downtown Flomaton that hopefully will be the new home of the Panhandle Restaurant currently located in Century.
