Hines named administrator

The Escambia County Health Care Authority (ECHCA) announced Monday the planned retirement of D.W. McMillan Memorial Hospital (DWM) Administrator, Rick Owens, on Dec. 31, 2021.

Owens has approximately 32 years of healthcare related experience with multiple health systems in Alabama, Florida and Mississippi. Owens joined D.W. McMillan in 2004 and served as CFO prior to becoming administrator.

"We are very grateful for all of Rick's contributions to the success of DWM and for his leadership for the past 17 years," said Jeff Booth, ECHCA CEO. "We wish him and his wife, Sabrina, the very best."

Stacy Hines will succeed Owens as the administrator of D.W. McMillan Memorial Hospital, effective Jan. 1, 2022. Hines joined DWM in 2010, serving as the clinic director of Flomaton Medical Center. In 2016, she assumed the role of business office and physician clinics director with responsibility for the revenue cycle process for DWM and management of the hospital's physician owned clinics. Hines was then promoted in 2019 to director of revenue cycle for the Escambia County Health Care Authority. Since May of 2020, she has been serving as chief operating officer at DWM. Hines holds a bachelor's degree from Auburn University.

Board Chairman Debbie Rowell said, "We are very fortunate to have someone of Stacy's capabilities to assume the role of administrator for DWM, and I look forward to working with Stacy in her new role."

According to ECHCA officials, Hines will be responsible for all DWM hospital services and clinics. She will continue to coordinate efforts with the rest of the health system leadership team.
