    An Atmore man is being held on $1 million bond for multiple charges including trafficking synthetic cannabis (spice) and faces prior charges that led to the traffic stop Sept. 9. Charlton Orlando Jones, 32, 705 E. Ridgeley St., was charged with trafficking, unlawful possession of drug paraphernalia, attempting to elude and resisting arrest.     The Flomaton Town Council passed its 2021-2022 budget Monday afternoon that projects revenues to be 20 percent above expenses and also increases water, sewer and garbage rates by 3 percent beginning Oct. 1. Mayor Dewey Bondurant, Jr., said the budget does include two new vehicles for the utility department: one for the parks and the other for waste water.     The Flomaton Town Council gave its stamp of approval on a deal inked by Mayor Dewey Bondurant, Jr., to pave west of Railroad and College streets at a savings to the town. Bondurant said Escambia County Engineer Bill Bridges called him about two weeks ago to say the county was going to pave Old Atmore Road all the way to Highway 31.
