    The Century Town Council Monday night approved a proposed interlocal agreement between the county and the town for the town to be reimbursed $450,000 for a grant for expenses related to wastewater projects.     An Atmore man was given a $30,000 bond on a felony count of aggravated cruelty to animals and four misdemeanor counts of cruelty to animals after officers found one dog dead and others tethered with no food or shelter.
