    The Alabama House of Representatives voted 70-32 last Thursday to approve a proposed change to the constitution to allow lottery, casino and sports betting gambling in the state with the two members of the Escambia County House delegation splitting their vote with State Rep.     A second Atmore man has been charged with murder for the Jan. 13, 2024, shooting death of Okeema McCants, 39, also of Atmore. Cleo Frye III, 30, 310 East Sunset Drive, was arrested Feb. 15 and is currently being held in the Escambia County Detention Center in Brewton without bond. Frye joins Charles DeWayne Walker, 25, 1214 North Main St., for the murder of McCants.     The Jay Town Council normally meets Monday nights twice monthly but rescheduled for this past Tuesday because President’s Day was Monday. The Century Town Council usually meets on the first and third Tuesday nights monthly but council meetings scheduled for Tuesday night in both the towns of Jay and Century were cancelled.     A Brewton man was arrested on multiple charges of trying steal money from his 86-year old mother and striking her over the head and on the chest with a pool stick. Kwame L.
