    The Escambia County (Ala.) Commission has taken the first step toward building a new detention center with the purchase of a 177-acre track of land behind the Brewton Industrial Park.     An Atmore man has been arrested on 10 counts of aggravated cruelty to animals after sheriff's deputies went to his 177 Randolph Ave., home and discovered "numerous cats and dogs that had been starved with the rib cage protruding under the skin". Billy Earl Ellis, 53, was arrested March 5 and booked into the Escambia County Detention Center in Brewton.     The Flomaton Town Council was expected to approve a 1-cent sales tax increase late Wednesday afternoon after the same body approved an ordinance Monday afternoon to implement the tax increase.
